The purpose of this position is to perform the daily housing, property maintenance, building, and zoning code enforcement activities, including the grass cutting, dangerous buildings, vacant buildings, and demolition programs.
Additionally, the Code Enforcement Officer inspects buildings and sites for compliance with building, zoning, housing and property maintenance codes, and ordinances.
This position will also collaborate with the Administration Department to coordinate the town's permitting process, as well as perform rental inspections.
ESSENTIAL JOB FUNCTIONS:
The functions listed below are those that represent the majority of the time spent working in this position.
The Town Manager may assign additional functions as necessary.
Establishes schedules and methods for providing code enforcement services.
Identifies resource needs and reviews requirements with Town Manager to request funding and allocation.
Participates in the development of goals and objectives, as well as policies and procedures.
Makes recommendations for changes and improvements to existing standards, policies, and procedures.
Participates in the implementation of approved policies and procedures.
Performs the full range of code enforcement duties.
Performs a variety of field and office work in support of the code enforcement program.
Enforces compliance with regulations and ordinances including those pertaining to zoning, land use, housing codes, building codes, health and safety, property maintenance, and other matters of public concern.
Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of zoning and related codes and ordinances.
Interviews complainant and witnesses.
Conducts investigations and provides recommendations for resolution.
Conducts field investigations.
Inspects properties for violations.
Attempts to make contact at the residence or business in order to resolve violations.
Issues and posts warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations.
Schedules and performs all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances.
Prepares evidence in support of legal actions taken by the Town.
Appears in court as necessary.
Testifies at hearings and in court proceedings as required.
Maintains accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations.
Draws diagrams and illustrations and takes photographs.
Prepares a variety of written reports, memos, and correspondence related to enforcement activities.
Ensures developer compliance with conditions imposed as part of the approval process.
Performs special investigations upon specific request, preparing written reports of findings indicating violations found to exist or providing requested specific information under the Town Manager's direction.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
General knowledge of zoning, subdivision, and land use ordinances and regulations.
General knowledge of building and site construction processes.
Principles, practices, methods and techniques of investigation and code enforcement activities.
Communication - Highly proficient use of oral and written communication a must.
Meet expectations for quality service and delivery dates with good time management.
Ability to interpret and apply the town's ordinances, state laws, and regulations pertaining to zoning, subdivision, building codes, and land use.
Read, interpret and apply information from construction plans and documents.
Respond to inquiries, complaints and requests for service in an impartial, tactful and firm manner.
Work independently in the absence of supervision.
Edit, proofread, and meet standards of quality for reports, forms and other material to be internally and externally distributed.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Regular and timely attendance.
Performance of duties in a safe manner.
TRAINING AND
Experience:
High School Diploma, or equivalent required.
Prefer 5 years of experience in zoning, building, or other code inspection and enforcement; or any equivalent combination of relevant experience and training which provides the required knowledge, skills and abilities.
Proficient in the use of computers and Microsoft Word, Outlook, PowerPoint, and Excel software required.
2 years of experience with iWorQ Systems Software (Code Enforcement and Permitting) preferred.
ICC/AACE Certification Program modules:
Zoning Enforcement Officer, and Code Enforcement Administrator preferred.
Previous Law Enforcement and/or Military experience a plus.
ADDITIONAL REQUIREMENTS:
Possession of a valid Delaware Class D driver's license, or its equivalent.
Must pass a pre-employment criminal background check, alcohol and drug screening, and driving record check.
